Scope note

Manuel Ramos is publicly listed as SWC’s founder, CEO and community leader. @guiltyparties, writing as Value Plan’s project manager, says he selected Venezuelan promotional activities and signed off budgets. This file therefore examines both project delivery and funding oversight, without treating an account recipient as the final beneficiary.

01

Executive finding

Large verified funding; incomplete public cost proof

The chain establishes substantial DHF-backed Value Plan transfers and corroborated real-world activity. It also leaves material vendor, quantity and invoice questions unresolved because public memos are often bundled and the source files @guiltyparties says Value Plan reviewed were not published for this review.

Bottom line

The public record supports a serious transparency and value-for-money review. It does not establish that a 500 HBD sandbag payment was deliberately inflated, that multi-purpose transfers were solely for metal bars, or that accommodation funding personally benefited Manuel Ramos.

Verified record

DHF-backed Value Plan funding

A broad case-coded ledger of external transfers from the DHF-funded @valueplan account totals 385,420.04 HBD plus 31,953 HIVE. It includes clearly labelled SWC and Hive Cup rows as well as disclosed mixed or ambiguous allocations. No dedicated SWC DHF proposal was located.

Corroborated in part

Events and some bar work occurred

Posts, photographs and videos corroborate recurring events and some bar work. Transfer memos show funds earmarked for merchandise, medical supplies and travel, but do not by themselves prove final delivery or price.

Documented gap

Public cost reconciliation

Memos often bundle materials, labour, transport, merchandise and logistics. The spreadsheets, invoices and receipts @guiltyparties says Value Plan reviewed were not published for this review.

Not established

Personal enrichment

Participant allegations and social-media images do not trace DHF-backed Value Plan transfers to a personal purchase. The public record supports scrutiny and unanswered questions, not that conclusion.

Responsibility map

Leadership and funding control are not the same role.

SWC / Manuel Ramos

Public leadership, representations to participants, local delivery and explanation of project outcomes.

Value Plan

Activity selection, budget approval, custody transfers, claimed review of invoices and DHF accountability.

Public record

Transfers, memos, posts and competing statements—without the unpublished vendor records Value Plan says it reviewed that would be needed for a complete audit.

02

Funding and custody

Three totals—and why none is a profit figure

Value Plan is an umbrella DHF-funded program. Its transfers identify receiving wallets and public purposes, but a receiving account may be a project wallet or intermediary; the chain alone does not identify the final beneficiary. HBD and HIVE remain separately denominated.

The broad ledger includes SWC, LevelUp, Hive Cup and calisthenics memos, plus identified associated recipients. It also discloses 6,650 HBD across three mixed-allocation 2024 rows; the sensitivity case above removes the two especially ambiguous rows totalling 6,450 HBD. This is not a budget-to-actual expense statement; HIVE is not silently converted into HBD.

Cost files

Four controversies, four different evidence tests

A precise case does not collapse every expense into one accusation. Each disputed category has a different verified record, comparison problem and missing document.

Cost file 01500 HBD
Verified payment; price claim unresolved

The 500 HBD sandbag transfer

The 4 May 2022 transfer and memo are exact. The later roughly-$100 comparison used assumed quantities and a 2024 marketplace price, not the contemporaneous invoice. It demonstrates why a receipt matters; it does not prove a $400 overcharge.

Cost file 02Multiple transfers
Bar-related transfers verified; delivery and unit pricing unresolved

Bars, parks and bundled invoices

Value Plan transferred thousands of HBD under memos naming installation, repairs, storage, labour, transport and event bundles that mention bars or equipment. Calling an entire 6,000 HBD bundle “metal bars” would be inaccurate because its memo also includes merchandise, marketing and three months of logistics.

Cost file 032,975 HBD / 44 people
Group hotel payment verified; luxury claim uncorroborated

Accommodation and the luxury-hotel allegation

A July 2025 memo identifies hotel costs for 44 people—67.61 HBD per person gross—but does not state the property, room count, nightly rate or occupancy. A former member separately alleges meeting Manuel Ramos at a luxury hotel; no transaction or invoice tying that alleged stay to Value Plan or SWC funds was located.

The Zulia record

4,300 HBD across two transfers—not a documented bar-park purchase.

Transfers of 1,850 HBD and 2,450 HBD identify an event, merchandise, logistics, transport and fees. A former participant says local organizers received far less and that a promised park did not arrive.

No located memo says these transfers purchased a Zulia bar park. @guiltyparties says Manuel could not keep some promises, Value Plan could not approve many proposed budgets, and regional expansion was curtailed. That leaves a delivery and communication dispute—not an on-chain proof of diversion.

04

Allegation and response

What Value Plan says—and what its answer cannot verify publicly

The response is material evidence of the program’s stated process. It is not an independent audit of the unpublished spreadsheets, invoices or receipts @guiltyparties says Value Plan reviewed.

IssueParticipant / critic recordValue Plan responsePublic evidence boundary

Who set budgets?

Former participants place responsibility on Manuel Ramos and say local organizers received much less than headline event funding.

@guiltyparties, writing as Value Plan’s project manager, says he—not Manuel—selected Venezuelan promotional activities and signed off budgets.

No public source-document budget-to-actual reconciliation was located.

Invoices and receipts

Critics say visible event delivery appears materially cheaper than transferred amounts.

@guiltyparties says each event had a spreadsheet, invoices and receipts reviewed by Value Plan keyholders.

The chain proves transfers and memos; the source files @guiltyparties says Value Plan reviewed were not published for this review.

Organizer benefit

Posts allege funds supported personal travel, hotels or purchases.

@guiltyparties says organizers were volunteers, salaries were out of scope and travel or accommodation served project safety and delivery.

No located evidence traces a personal asset purchase to SWC funding.

Zulia delivery

Participants describe poor conditions and an undelivered promised bar park.

@guiltyparties says Manuel could not keep some promises, many proposed budgets were not approved, and Zulia expansion was curtailed for distance, border, location and market reasons.

The two located Zulia memos fund an event, merchandise, transport, logistics and fees—not a bar park.

Direct reply gap

No transaction-by-transaction response authored by Manuel Ramos was located in the principal StopSWC threads reviewed for this snapshot. Value Plan did respond publicly, so it would be inaccurate to say the allegations received no answer.

Chronology

Funding, delivery, criticism and pause

The sequence matters: the public allegations arrived after more than two years of funding, while the later pause was officially attributed to Venezuela’s political and safety conditions.

Claim matrix

What survives an evidence test

An exact payment can coexist with an unproven price allegation. A real event can coexist with poor cost transparency. These are not contradictions; they are the distinctions an audit must preserve.

Claim tested: SWC received DHF funding.

Verified through Value Plan

DHF proposal payments funded the Value Plan account, which transferred funds to SWC-linked wallets. No dedicated SWC proposal was located.

Claim tested: the sand was proven to be overcharged.

Not proven

The payment is exact; the comparison uses assumed quantities and later marketplace prices. The missing contemporary invoice prevents a reliable price test.

Claim tested: thousands were solely for metal bars.

Overbroad

Bar-related transfers exist, but the largest memos bundle labour, merchandise, logistics, marketing, repairs and other materials.

Claim tested: Value Plan funding paid for hotels.

Verified

Multiple memos identify accommodation. The records do not, by themselves, establish luxury use or personal benefit.

Claim tested: no funded events occurred.

Contradicted in documented examples

Posts, images, video and participant accounts corroborate recurring events. This does not verify every funded event, deliverable or price.

Claim tested: the public can verify every cost.

Not demonstrated

Value Plan says it holds source documents internally. Most are not public, so vendor, quantity and final-spend verification remains incomplete.

What would resolve the central questions

A vendor-level reconciliation, with personal data redacted

  1. Event budget, approved revision and final actuals for each funded activity.
  2. May 2022 sand/sandbag quote, quantity, labour and delivery receipt.
  3. Bar installation bills separating metal, coating, labour, transport and storage.
  4. Hotel names, dates, room counts and invoices for accommodation transfers.
  5. Medical order quantities, vendor invoices and inventory/use records.
  6. Zulia organizer disbursement record and written delivery commitments.
  7. Merchandise quantities, unit prices, vendor identities and distribution log.
  8. Value Plan’s event spreadsheets and receipt review/sign-off record.

Sources and method

Inspect the record—not just the conclusions

Primary transaction links are paired with SWC publications, participant accounts and Value Plan’s counterstatements. Estimates and testimony are explicitly labelled.

M1

Funding

The broad case ledger classifies external @valueplan transfers whose memos identify SWC, LevelUp, Hive Cup or calisthenics activity and associated recipients. Ambiguous, mixed and excluded rows are labelled; raw HBD and HIVE remain separate.

M2

Cost claims

Transaction amount and memo are verified independently from a critic’s benchmark. Later marketplace listings are not treated as contemporaneous invoices.

M3

Activity

Every observed root post in category hive-108943 was grouped by author and UTC month. Accounts are not assumed to be unique people or attributable to a funded event.

M4

Fairness

Participant testimony and Value Plan replies are both party records. Neither substitutes for a public invoice, contract or independently audited final account.

Right of reply / corrections

Source documents can materially change this record.

SWC, Manuel Ramos, Value Plan, former members, event organizers and vendors can resolve specific rows by publishing redacted invoices, quantities, budgets, participant disbursements or corrections. New evidence should narrow or overturn findings where warranted.
