Scope note

“Hive well” is the project’s public branding. Value Plan itself says the Venezuela installation is not a drilled well: it is a gravity-fed line carrying water from a mountain stream to a village, later paired with tank restoration. This file uses the physical description when testing costs and outcomes.

01

Executive finding

Observable construction; incomplete public accountability

The public chain cleanly establishes funding, conversion and exchange deposits. Party-published reporting supports substantial physical delivery and an operating tap. The record does not publicly reconcile exchange withdrawals to vendors, certify the installation or demonstrate the later monitoring system.

Bottom line

This is evidence of a real project with an unresolved financial and outcome record. It supports demands for invoices, engineering records and measurable follow-up. It does not establish theft, fraud or personal enrichment.

Verified record

69,583.910 HBD funded

Fourteen @valueplan transfers reached @qmwallet between May 2024 and October 2025. The wallet history reconciles the full amount through conversion and market operations.

Party record

Physical work is party-documented

Twelve organizer posts show hose installation, temporary taps and tank work. Value Plan later marked the project concluded. These records support delivery, but are not independent engineering or outcome verification.

Documented gap

The public trail ends at Binance

The converted funds left @qmwallet in 40 HIVE transfers to an account publicly documented as a Binance address. Hive cannot identify the exchange customer, vendors or later fiat expenditure.

Unverified outcome

No public monitoring proof

After the final project post, 8,169 HBD was funded for sensors and a monitoring proof of concept. No later installation report, telemetry page or public dashboard was located.

Evidence boundary

Three records answer three different questions.

Hive ledger

Proves dates, amounts, assets, accounts, conversion operations and the path to an exchange collection account.

Party reporting

Shows the organizer’s construction narrative, photographs, completion claims and Value Plan’s own classification. It is not independent certification.

Outcome record

Should establish water quality, service reliability, beneficiaries, ownership, maintenance and attributable Hive return. That record was not located publicly.

02

Financial forensics

A complete chain reconciliation—and an off-chain dead end

No standalone CWP LATAM DHF proposal was located. The project was funded from the commingled @valueplan account under broader quarterly proposals, so individual water-project outflows cannot be assigned responsibly to one proposal tranche.

Funding origin

No dedicated proposalProject outflows came from a commingled Value Plan balance

Value Plan’s quarterly proposals funded many unrelated activities. Because assets in the operating wallet were fungible, this file does not assign a specific CWP LATAM payment to one incoming DHF proposal instalment.

Control total

The wallet history balances to five thousandths of a HIVE.

The 0.005 HIVE difference is an unrelated bot transfer. It closes the arithmetic between conversion output and outbound deposits; it does not say how any exchange withdrawal was ultimately spent.

Two funding memos named contingencies totalling 800 HBD. No return from @qmwallet to @valueplan appears on-chain. That establishes no on-chain return—not whether the contingencies were used, refunded another way or still reconciled privately.

Cost-per-metre is only a rough scale indicator.

Using Value Plan’s claimed 7,000-metre route, funding through February 2025 is about 6.80 HBD per claimed metre; all phases are about 9.94 HBD. Neither is a pipe unit price: the tranches include logistics, conversion, merchandise, tank work and monitoring. A beneficiary cost cannot be calculated without a census.

03

Delivery and outcomes

The photographs support that work occurred—not that every deliverable held

The organizer’s twelve posts form a useful construction diary. They support a narrower conclusion than either “nothing was built” or “the project is fully verified.” Each delivery claim still needs the corresponding operational record.

Independent context

Rainfall does not settle the need question.

A rainy region can still lack safe, reliable distribution. Local reporting from the same municipality documents water contamination concerns, which makes the broader need plausible—but does not verify this project, its households or its results.

Wallet governance

The setup shows association—not control.

Account creation

@qmwallet was created on 3 March 2024 via @spaminator. Seconds later it voted for the @guiltyparties witness.

Recovery account

The wallet requested @guiltyparties as recovery account, effective one month later. Recovery authority is not the same as holding active spending keys.

Public mapping

Value Plan’s public reports sheet maps @qmwallet to @crazy.men, Venezuela and the social-impact project. The Binance subaccount owner remains unknown.

Activity and claimed return

Content engagement exists; beneficiary retention was never measured publicly

The available activity series is about the twelve organizer posts—not water users. Vote records, comments and post rewards cannot be converted into households served, service retention, onboarding or marketing return.

Retention

Not published

No beneficiary panel, onboarding cohort, referral tracking or 30/90-day Hive retention series was located.

The posts contain 123 image references. Images help corroborate visible work, but repeated images, votes and rewards are not a reach or outcome measurement system.

Historical Venezuela concentration is real—but broader than this case.

Value Plan’s own 2023 quantitative-review table assigns Venezuela 143,607.805 of 347,845.443 in 2022 (41.3%) and 406,093.877 of 1,105,117.926 in 2023 (36.7%). The table labels these figures “Amount,” so this file does not silently relabel them HBD. It also covers many Venezuelan activities, not only the water project. The concentration is a governance and comparative-return question, not proof that each Venezuelan expenditure lacked justification.

Chronology

Funding began four and a half months before public reporting

The sequence matters: initial prefunding, staged construction reporting, a completion declaration, merchandise, then monitoring funding after public project updates stopped.

@qmwallet is created

The new account immediately votes for the @guiltyparties witness and requests @guiltyparties as recovery account. That is an administrative association, not proof of who held its spending keys.

Value Plan says it is not a well

The Q1 proposal describes a far more extensive gravity-fed water line from a mountain stream to a village. “Hive well” is therefore branding, not an accurate engineering description.

Public discussion

Criticism, response and the narrow public finding

Public comments raise legitimate maintenance, receipt, wallet and KPI questions. Some descriptions overreach the record. This table separates the criticism, the available response and what the evidence can actually support.

IssueCriticismResponse / contextPublic-record finding

What was built?

Critical commentary repeatedly describes a drilled borehole and questions the need in a rainy region.

Value Plan says the project is a gravity-fed mountain-stream line, not a borehole. The organizer says rainfall and water access are different problems.

Public posts show hose, terrain and taps. They do not include an as-built survey, engineering sign-off or water test.

Where are the receipts?

Proposal commenters ask for financial statements, receipts and project KPIs.

Value Plan says it retains invoices and has discussed safer or redacted sharing for partner records.

No project-specific public invoice package, vendor ledger or budget-to-actual statement was located.

Who controlled the funds?

Commentary questions the identity and control of the project wallet and its exchange withdrawals.

The public reports sheet maps @qmwallet to @crazy.men and Venezuela; a named Value Plan manager is the recovery account.

Recovery settings establish an administrative relationship, not spending-key control. The exchange beneficiary is not visible on Hive.

What return was measured?

Commenters question whether Value Plan projects publish measurable results for Hive.

Value Plan presents the project as social impact plus digital publicity and future NGO or partner outreach.

No attributable onboarding, retention, referral, media-impression, brand-lift or cost-per-beneficiary series was located.

07

Claim test

What the record does—and does not—establish

Each conclusion is deliberately narrower than the allegation around it. New primary records can change these findings.

“Value Plan funded a Venezuela water project.”

Established

Fourteen transfers from @valueplan to the named project wallet total 69,583.910 HBD.

“The project was a drilled well.”

Contradicted

Value Plan explicitly says it was not a well, but a gravity-fed stream-to-village water line. The project also included tank restoration.

“Nothing was built.”

Not supported

Party-published posts document substantial physical work and operating taps. Independent certification and long-term performance evidence remain absent.

“Every HBD can be matched to public vendor spending.”

Not established

The chain reconciles conversion and exchange deposits, not later vendor payments, invoices or fiat use.

“The sensor and monitoring system was delivered.”

Not established

The funding is exact. No later public deployment proof, bill of materials, telemetry or dashboard was located.

“The public record proves theft, fraud or personal enrichment.”

Not established

The record supports a transparency and outcome-verification finding. It does not identify the exchange customer or prove improper personal use.

Sources and method

Follow the public record yourself

Direct transactions, full derived ledgers, party publications, Value Plan reports, criticism and independent local context are separated so readers can reproduce or challenge the analysis.

01

Complete wallet history

All available @qmwallet account-history operations were classified—not a sample of selected transfers.

02

Asset-preserving arithmetic

HBD funding, conversion output and HIVE exchange deposits are reported in their native assets. Memos are treated as intent, not expense proof.

03

Party record labelled

Organizer and Value Plan claims are cited as their reporting. Visible construction is not silently upgraded to independent certification.

04

Negative findings bounded

“Not located” means absent from the public sources reviewed as of the snapshot—not proof that a private record does not exist.

Correction standard

Primary records can narrow, revise or overturn this file.

A project-specific vendor ledger, redacted invoice package, water test, engineering sign-off, beneficiary baseline, maintenance handover or monitoring deployment record would be material. Any correction should preserve the distinction between on-chain fact, party statement, independent verification and unresolved inference.
